Summary: load-on-startup not working properly
Description: Hi

This is in continuation to the fix done as per the Issue # 1334 and # 1320. I am observing that now the behaviour of load-on-startup is entirely not functioning as expected. I have some servlets with priority 1,2,3,3,4,5,6 but i am observing that the priority 4, 5, 6 never gets loaded and the one servlet with priority 3 also never gets started up when application is initialized during orion startup.

I have also tested the same application on orion 2.0.5 and it does work as expected but with the bug as has been reported in Issue # 1320.


Kindly, suggest some solution to the above behaviour.
Let me know if i need to provide more information regarding this.
